Power is on high. Open apps mostly is discord, torrent and a few game launchers

Since you have Task Manager open, have you check what are the process taken up most of your CPU power?

have you try close the discord, torrent and few game launchers before playing the game?

your CPU+Memory usage was extremely high from your screenshot so wondering if you doing any game recording or streaming too while gaming?

Closed all apps and tried. Still hitting max. Only difference is during idle cpu usage below 10%

Plus I don't do streaming or game capture

Icic your system really scream for system refresh :s13:

I also agreed with some members here going amd route will give you more option for future upgrade path as I also changed from i5-7600k but my case is bottleneck by gpu.
