why rates in XE.com keep drop till 22.44, but street keep giving more?

Hit 23.00 faster change, it has been years never reach so high.
2 yrs ... highest in 2016 was about 23.64
Where to change 23?

hard to reach 24 perhaps ...
the highest in 2 yrs back was 23.64
then started to drop , after reaching its peak ...

Just changed at arcade 2nd floor the one on the left side after escalator.
Display was under 23 but whem i told him the shop downstairs is 23, he gave me 23.005 (exchange 1.5k sgd worth of ntd) RM rate is 2.965 also among the highest.
Sometimes u just have to ask and they will match if they can.
