by default arcade rate is the best ...
chinatown is usually on par or slightly lower, in my opinion ...

Time exchange at arcade. 22.90 today 22 Jan 2020. Crazy rate. Way better than spot

Better change from moneychanger before go Taiwan. Don't use credit card there. Coz Visa/Mastercard rates for TWD is really bad. Only 21.6 today...

Last time is better to change at Taiwan there but not sure now since most of the time I change in Thailand now.

Just been to Taiwan...money exchanges at the airport offer near XE rate so I think it's still best to change in SG first and change your leftover TWD at Taoyuan or Kaohsiung airport.

On a side note, anyone knows why the TWD rates offered in SG are so different from XE? One could convert 1000 SGD into TWD and change it back to SGD for a profit in Taiwan, even after fees...
