How much r u changing? If small amount just use the 3 cards to withdraw in taiwan.

Am able to use the ATM from most banks offering the deposit account withdrawal options. Rate last week was between 23.54 to 23.58 which is not so bad compare to airport money changer at 23.30.

First 400 sgd is good without additional 2% charges.
