managed to change TWD at 2pm today at ck tangs AMEX @23.52. now the rates dropped to 23.32

Normally it is megabank, but i would say, you check and compare them as normally they are side by side. But if your arrival is before 6, then not likely to get money change as the counters do not open so early.

Should be the same. Anyway T2 will open at 6.15am (arrival hall), just nice if you are taking Scoot.
