I'm currently in Taiwan , ximending. Any idea where can I change $ around this area ?

Not around that side. You need to make a trip to sun yat sen station to get it done. Once there, type dbs, you follow map will reach.

Please note, you will need your passport when you gonna change money. They will not process it if you have you not carry it with you to the bank. Very strict on it.

is there any minimum amount that u muz change or transaction fee?
