Previous pattern already show if exchange rate lower than 23 change in arcade will be better, if more than 23 change in tw will be better. But now with DBS tw new charges dk the pattern will still hold.

Go to Arcade, walk the whole stretch of level 2 to compare. There's no shop that is always good for TWD. I changed mine at one of the small shops in the middle yesterday.
