Spore money changer rate most of the time worse than taoyuan airport. Too much stock now? once clear, rate will go back to norm again? S$/twd rate has not changed much since 2-3 weeks ago, local money changer only around $21.4, read few pages back of this thread.

Nope.
There is no 5 dollars surcharge if you withdraw from DBS TW auto-teller.
But rate is not based on Taiwan forex board.
