My trip in Nov. I don't think I'll do the SGD->USD->NTD way though. I guess I'll just keep monitoring the rates here. If still bad before my trip then I just go change in taoyuan airport... :(

Not sure about taipei, but in kaohsiung, Taitung area, post office only accept usd, euros, rmb, hkd and jpy. They close later than banks. Banks closes at 330pm daily so abit inconvenient to change money. Lucky i had some usd with me on one of the days when i literally run out of money. Only banks accept sgd, seems like no money changer around these areas.

Yes, but then you are left with no choice, then if need to can even attempt to withdraw money.
Kaohsiung and taitung definitely have bank of Taiwan and Megabank.
For USD, BANK OF TAIWAN will be willing to get your USD, but then the other banks may not.
Encounter some that refuse to do exchange with me.

For none NEW NOTEs, i bring back to Sg and change with a fellow colleague and another friend who happen to have NEW NOTES.

Actually if withdraw money from the atm in taiwan rates quite good. If add in admin fee the rates i withdrew on 28th sept was 21.12. Imagine without the 6 bucks admin fee.

Yes.
Ensure your card is activated for overseas withdrawal.
No matter what, i will usually have some spare SGD with me.
Can change with banks in Taiwan.

so now in taipei.. rate is 21.xx?
anyone can advise taoyuan airport rate?
i got 1 more month to go and local rate is 21 liao so saddening
