One is 現金買匯(Cash buying)
The other is 現金賣匯(Cash selling)

There's no gd times bad times(Unless u're a forex trader), the best time is when u feel the rate is acceptable to you..

Was quoted S$1 : TWD 22.22 at serangoon nex which i think was pretty low. Is everywhere else in s'pore about the same or change at taiwan better ?

Unless you are doing currency exchange, there is generally no best time. There will be some win and some lose depending on the timing but most of the time, not that significant.

As long as the rate is acceptable to you and you need to change, one has to change :s13:

Unless being quoted a rate that is definitely unreasonable like 22.22 @Greenday
