Might as well change at Taoyuan Airpork..NT$30 admin charge per transaction..

From other banks yes surcharges applies.

i withdrew 20k ntd and was charged approx $863. means rate is 23.17.

Honestly, i usually bring extra cash. Have not tried it before, and someone did and above quoted is his statement.

I gave taiwan DBS bank a call. U must bring cash to their counter with passport. They change at that day rate with no extra charges. They cannot withdraw from our ATM card. The cash involve must be lower than 200000ntd. This is what was their CSO told me over the phone.
