Is it normal not to be able to charge w/o removing the casing?

Perhaps the cutting for the charging port is not properly done?

Mercury case is quite thick. And wraps around all edges. And also cut very precise. Thus the micro usb head connection point on the charger may not be deep enough to extend fully into the note 2 charging port when inserted

You can try a usb cable with a longer extending tip?

Btw better check if ur mercury case is genuine... mercury has been around some time and their cuttings are normally good fit . didn't have issues with my past mercury cases.
