SG/Asia psn no 'pattern' one. In the past it was like one small sale every few months, that's all. They have been doing more sales, so it's increasing in frequency, but have not established any pattern. Of cos the common CNY/Xmas are good timing for sales, so can expect to have those, plus a few ad-hoc ones (not done every year) like black friday, halloween, easter, tokyo game show (but no E3 though). This buy S$99 get S$10 is new. The buy 12 months PS+ (at same price or more) and get a game also just started in the last 6 months or so. The only thing constant is a deal of the month, which is just 1 game, not a big saving. Even when they run a sale, often the deals are not that good. Some of the sales they actually copy from other regions (especially Europe) but Asia has much smaller selection. Some sales are driven by the publishers (like EA, Ubisoft) so you can expect to see the same across regions (also some global Sony campaigns like "Days of Play"). So overall Asia is increasing in frequency (and sometimes quantity) of sales but not always quality.
I'd guess maybe like once in 3 to 6 months we see an actual good sale from Asia (sizable selection, good discounts, perhaps certain high profile titles even cheaper than US). Bargain hunters are better off stalking US psn store (weekly sale(s), monthly flash sale) or EU psn store. Game prices are not good in EU though, just a general trend in how they market games there, but good selection. The monthly/twice-monthly EU "digital" sales often have good prices, if you want digital-only titles or indies.
