Is the crew strictly online online, even if i just want to play SP must connect to server? Thanks!

Yes, it's online only. There will be other random real players occupying the same world instance as you. You don't have to interact with them but they can interfere with your open world activities (ram into you and such), especially with the cop chases (introduced in "Calling All Units"). Save file is also on server only.

You can join some friends to form a Crew to take on missions and activities together (there is actually a trophy for playing in a Crew for tens of hours) but that's optional. I think some story missions may be easier co-op'ing with friends (no random players in story missions) but I completed the game multiple times without ever joining anyone; it's solo-able all the way (but not platinum-able).

btw, from what I know, if you are not joining any crew, then PS+ is not required, even though you will still see random players in the game world.

I stopped playing well over a year liao, so not up to date with any changes, but at that time, no option to turn off other players. Most players are harmless lah, so no issue, just go about your own business. Some may ask you to join their crew, up to you to accept or ignore. If encounter someone too much of a nuisance just quit out and enter again to spawn into a different world instance. Seeing other players around the world instance does make the world feel lived in. Generally it's a positive thing. The map is huge (it's the whole USA) so there's enough room for each to play separately.
