[GE2025] Extensive changes to electoral boundaries due to population shifts; only 5 GRCs, 4 SMCs left intact

As Singapore approaches General Elections 2025 (GE2025), several Group Representation Constituencies (GRCs) are expected to see tight contests based on previous results from GE2020. Among the most closely watched is the newly renamed West-Coast-Jurong-West GRC, which replaces the former West Coast GRC. In GE2020, this was the most hotly contested GRC, with PAP narrowly winning with 51.69% against PSP, enabling PSP to send two NCMPs, Leong Mun Wai and Hazel Poa, into Parliament.

Sengkang GRC is another closely monitored battleground. Though it was a new constituency in 2020, the Workers’ Party (WP) surprised many by winning it with just 52.13% of the vote. Its young, middle-class demographic makes it a potential swing area in GE2025. East Coast GRC also had a narrow 2020 result, with PAP winning 53.41%. However, changes in WP’s candidate lineup—such as the departure of Nicole Seah and Terence Tan—may reduce their competitiveness in the coming election.

Though Aljunied GRC was a stronghold for WP in 2020 with a 59.95% win, historical data from 2011 and 2015 suggest it can still be highly competitive. A new contender on the scene is the freshly formed Punggol GRC, made up of a young electorate where over 50% of voters are aged 21–45, much like Sengkang in 2020.

M Ravi volunteering with Red Dot United in Jalan Kayu, won't stand as Reform Party candidate​

He took part in an RDU walkabout.

Former Reform Party candidate M Ravi was spotted at a Red Dot United (RDU) walkabout in Fernvale on March 21, 2025.

In response to questions from the media, Ravi said he would be volunteering with RDU for the upcoming general election.

He also said he is "definitely" not a candidate for the Reform Party.

Walkabout​

RDU conducted a walkabout at Fernvale, speaking to residents at Seletar Mall and Fernvale Community Club.

The area falls within the bounds of the newly-created Jalan Kayu SMC, as recommended by the Electoral Boundaries Review Committee (EBRC) report.

Jalan Kayu's current MP is PAP's Ng Ling Ling, who entered politics in 2020.

Ravi was one of the volunteers, wearing an RDU volunteer tag.

He accompanied other RDU members like Ravi Philemon and Kala Manickam, who was unveiled as a "groundwork leader" for RDU in Jalan Kayu, and was seen handing out flyers and interacting with residents.

During a doorstop interview, Ravi shared that he was born in Jalan Kayu and currently lives there.

"I would like to pledge my support to RDU during this limited period of time and given my work commitments," he added.

In response to a question from Mothership, Ravi said he would not be standing as a candidate for the Reform Party in the upcoming election.

"Definitely, no," he said.

Background​

Ravi contested GE2015 with the Reform Party, standing in Ang Mo Kio.

Reform lost to a PAP team headed by then-Prime Minister Lee Hsien Loong, who obtained a vote share of over 78 per cent.

Ravi did not stand in GE2020.

In May 2024, Ravi was disbarred as a lawyer in relation to false claims he made against then-President Halimah Yacob, among other matters.

The Reform Party has joined with the People's Voice and the Democratic Progressive Party to form the People's Alliance for Reform (PAR) coalition for GE 2025.

PAR once included Goh Meng Seng's People's Power Party (PPP) in its ranks, but the party has since withdrawn.

Hong Kah North SMC is no more. Will 5-term MP Amy Khor continue to stand in GE2025?​

She said that she will continue to focus on serving Hong Kah North residents in the meantime.

Senior Minister of State (SMS) for Sustainability and the Environment and Transport Amy Khor, 67, has been serving Hong Kah North as the Member of Parliament (MP) for 24 years.

However, Hong Kah North has been dissolved and incorporated into neighbouring Jurong East-Bukit Batok GRC and Chua Chu Kang GRC, according to the Electoral Boundaries Review Committee report.

This naturally raises questions about Khor’s future plans as a MP.

Will she be fielded in GE2025?​

Speaking to the media after a walkabout at Bukit Batok West Hawker Centre, Khor said she will continue to focus on serving Hong Kah North residents by connecting with them, understanding their needs and assisting them.

She added that she will also "continue to enhance the living environment" in the constituency such as the recent opening of the Bukit Batok West Hawker Centre which has been "really welcomed" by residents in the area.

As of whether she will be fielded in the coming election, Khor said that it is a decision that PM Wong and the party will have to make, and it will be announced in due course.

24 years at Hong Kah North​

Khor thanked Hong Koh North residents for the strong support that they have given to her in the past 24 years.

"It really has been a very humbling and meaningful experience and journey," Khor added.

Khor also shared fond memories of community interactions such as having residents whom she used to hand out Edusave bursaries to recognising her and buying a flat in the area as they "like the place".

She added that some residents had also invited her to their weddings and housewarming parties.

She said that these interactions were very "heartfelt" and "heartwarming", adding that she will cherish such memories with the residents.

New faces spotted at Tengah CC​

While Khor does not have a clear answer on whether she will be running for the upcoming general election, a new face was spotted with her at the opening of Tengah Community Club.

Melissa Tan, a long-time PAP volunteer who was active in Hong Kah North, was present at the event.

Next to Tan at Tengah CC was also a potential PAP candidate Chua Wei-Shan, an entrepreneur who may be contesting in Chua Chu Kang GRC.

Tan is the Chief Executive Officer of waste management firm Wah and Hua.

Last November, she was spotted walking the grounds of Fengshan with the East Coast GRC MPs.

Opposition People's Power Party (PPP) secretary-general Goh Meng Seng has said that his party will not contest in Nee Soon GRC in the coming election.

Instead, his party will "step aside" for Red Dot United (RDU) to run against the incumbent People's Action Party (PAP).

The PPP and RDU had both staked their claim in Nee Soon GRC after the Electoral Boundaries Review Committee released its report on March 11.

But in a Facebook live stream on March 16, Goh said that he will be "glad" to withdraw his team from Nee Soon GRC if the PAP slate, currently led by Home Affairs and Law Minister K Shanmugam, confirms that an "LGBTQ activist" will not be fielded in its team.

In a press conference on Saturday (March 22) Goh, with RDU secretary-general Ravi Philemon, said that since the PAP is "unlikely to field the LGBTQ (lesbian, gay, bisexual, transgender and queer) activist", his party will no longer contest in Nee Soon GRC for the sake of "opposition unity".

He said: "Mr Shanmugam had gone to meetings with the church leaders twice, and thereafter a certain messaging came up that no decision has been made about the (LGBTQ activist).

"My good friend here, Ravi, has also indicated that they have walked the ground in Nee Soon, In view of that, we felt that our objective has been achieved in certain ways … I don't think that the PAP could actually carry out the intention of fielding the LGBTQ activist.

"We have come to the agreement we will not touch Nee Soon and allow RDU to carry on to contest [there].”

While Goh declined to identify the "LGBTQ activist", Chong Pang PAP branch volunteer Deryne Sim was seen with Nee Soon MPs at a constituency event on Jan 26.

The 40-year-old is also the executive director of Same But Different, a group that offers legal resources to help the LGBTQ community here.

During a walkabout at Nee Soon GRC on March 16, Goh had said that the party would contest in the election to push for a "non-discrimination and non-promotion" of the LGBTQ "agenda".

At Saturday's press conference, Goh was asked whether his party will U-turn and contest in Nee Soon GRC if the PAP decides to field "the LGBTQ activist".

"I think that's unlikely, unless they really want to try their luck," he replied. "Then we still can convince other Singaporeans in other places we are contesting… to vote against that agenda specifically."

In the 2020 General Election, the contest for Nee Soon GRC was between Progress Singapore Party and the incumbent People’s Action Party, with the ruling party winning 61.9 per cent of the vote share.

The Workers’ Party had contested in Nee Soon in the 2011 and 2015 elections.

Nee Soon GRC will have 151,634 electors for the upcoming general election.

Meanwhile, Philemon hugged and thanked Goh for "conceding" Nee Soon GRC to his party.

He said that his "friendship" with Goh, which goes back some 17 years ago, meant that he was able to "look past their difference in opinions" and find common ground.

Philemon said the RDU has been active in the constituency since August 2024, adding that his party has 25 potential candidates who have been training with them since February 2024.

“When we say that we will contest Nee Soon GRC, this means that we have the capability and capacity to do so. We will not make blind and empty promises," he added.

Multi-cornered fights for constituencies in elections will only benefit the incumbent party, said Philemon.

"Sometimes, when all this speculation about three-cornered fights, it may make the opposition seem as though we are so full of ourselves, so full of ego… that we just want to contest and prove something," Philemon said.

"Prove something for what? Prove to who? The cost is very high… we don't want to raise $70,000 to $150,000 and just wash it down the drain just because we have big egos."

While the PPP and RDU had also staked their claim for the Jalan Kayu SMC, Philemon declined to comment whether his party would make way for Goh's.

She is the former chief executive officer of Make-A-Wish Singapore.

Hazlina Abdul Halim, the former chief executive officer (CEO) of non-profit organisation Make-A-Wish Singapore, was spotted going on a walkabout at block 50A Marine Terrace Market on Mar. 22, 2025.

Hazlina, 40, was seen engaging with residents alongside ministers and Members of Parliament (MPs) from the People's Action Party.

Her appearance further fueled rumours that she might be fielded as a candidate for General Election (GE) 2025, which must be held by November.

The market, which fell under Marine Parade Group Representation Constituency (GRC) in GE2020, will be part of the new Marine Parade-Braddell Heights GRC in GE2025, following electoral boundaries changes.

Previously, Hazlina was seen helping MP for MacPherson Single-Member Constituency (SMC) Tin Pei Ling at a meet-the-people session, reported Lianhe Zaobao.

Seen alongside ministers, MPs & potential candidate​

According to a Facebook post published by Tin, besides PAP volunteers, a total of seven people, including Hazlina and Tin, went on the walkabout on Saturday morning.

Four of them are MPs for Marine Parade GRC, namely Minister for Manpower Tan See Leng, Minister for Culture, Community, and Youth Edwin Tong, Mayor of South East district Fahmi Aliman, and Speaker of Parliament Seah Kian Peng.

Neuroscientist and physiotherapist Choo Pei Ling, another possible candidate for GE2025, was also present at the walkabout.

According to The Straits Times, Tan, Tong, and Tin offered their endorsement for Hazlina and Choo during the walkabout, even though Tan said the line-up for the Marine Parade-Braddell Heights GRC has not finalised yet.



Why is Tin at the walkabout?​

In her post caption, Tin wrote that she joined the group at the walkabout because MacPherson SMC will be merged into Marine Parade-Braddell Heights GRC in GE2025.

Despite the change, she promised to "remain dedicated" to MacPherson and its residents.

Without stating explicitly whether she would be running in the new ward, Tin thanked the rest of the group for their "warm welcome".

Who is Hazlina?​

According to her LinkedIn profile, Hazlina graduated from the University of Western Australia with a bachelor's degree in communication studies and political science.

She also has a master's degree in film and television from Australia's Curtin University.

Between 2004 and 2014, Hazlina served as a presenter-producer-reporter at Mediacorp, covering news and current affairs, amongst others.

From 2011 to 2014, she also acted as a lecturer at Temasek Polytechnic, where she developed curriculum and syllabus for broadcast journalism and single-camera production.

In late 2014, Hazlina became an editor-presenter at Mediacorp, where she spearheaded the planning of news coverage for major global, regional, and local events.

In 2019, she joined the Public Affairs Section at the United States Embassy in Singapore, where she acted as a public affairs advisor to the embassy and its leadership.

Three years later, Hazlina became the CEO of Make-A-Wish Singapore before assuming her current role as a senior vice president at consulting firm Teneo.
