Their first and foremost chapter is Opportunities For All.
- provide more support for PMETs, and nurture more Singaporean corporate leaders
- strengthen safeguards for fair employment, including through the Workplace Fairness Act
- keep Singapore a reliable and trusted hub for business
- invest in transport and digital infrastructure to enhance our connectivity
- adopt new technologies faster, including Artificial Intelligence, to stay ahead of the competition
- secure clean energy for the future, including exploring nuclear power
They did not specify Singaporeans for PMETs, only corporate leaders. Leads me to believe their All includes everyone under the sun. That means prepare to have more foreigners come and steal your lunch. Think Singapore is crowded now? It will get worse.
Furthermore in supporting businesses, they mention:
make it easier for businesses to access manpower and capital.
Given their past record, that means open legs, let businesses have cheap foreign labour.
Another interesting point to note is they specifically call out exploring nuclear power. Makes me think they are pretty dead set on it. Given the no blame culture they promote, I shudder to think what will happen if it really happens.
