I don't know true or not, but I read on Reddit that quite a number of new citizens, after some years in SG, also start to shift their support towards oppo party. One of my extended family's husband, who's an ex malaysian, is among the very few among my extended family that supports oppo.

Isn't Infrastructure, etc all part of plan for the government (LTA URA) to implement for the whole nation? I don't think it is something to use as a bargaining chip for a GRC.
