After reading different views, I find it unusual for a DPM not being in the party's CEC. Correct me if I'm wrong, former DPM outside the CEC is either he is retiring or contesting for Presidential Election.

At this point, it seems to me the potential risk of a DPM not being in the party's CEC is not addressed publicly by Lawrence Wong. In the event a PM steps down, can Gan Kim Yong, as the DPM, lead the ruling party with full authority and confidence? It cast reasonable doubts.

If Gan Kim Yong is truly that important, why is he contesting in Punggol GRC? It makes neither logical nor strategic sense.

I have nothing against GKY, but honest opinion is, it is bad tactic for PAP to use him as a political pawn for votes in Punggol GRC. He may be DPM, but he is old already and near retirement anyway, so opportunity cost is not as high as PAP thought. The other 2 PAP MPs, not significant contributor also (although I quite like Sun Xueling), so all 3 pawns are 'sacrificable'. Punggol is millennial grounds, scare tactic won't work on them, esp the insinuation that opp wards won't get as much funding (hey we all taxspayers!). If anything, it will only make them more guailan (speaking as a millennial myself). Later people DL, vote more opp so that they won't have to hear this kind of threats again.
