It's more likely to protect themselves firstly, minimise overload and also comply with policies set out by the MAS. Main reasons only grab will know and won't likely explain or disclose to external parties

max 6 times across retail stores in a short period, will be reset a few hours later

It took about 30-45 min to reset for me.

Please beware, if you do too many times a day, if get locked will be locked for 24 hours.

3 times in a row to the same merchant locks the card for me. But doing many transactions in a row doesn't seem to lock it as long as the merchant changes. I normally do multiple $1 transactions to meet the transaction count for Grab Powerups.

I paid my telco online (web/app) multiple $1 in advance , no lockout.

It's relatively random, they offer it to selected users now and then. I got it while on the lowest tier.
