For those on 12 mths GIRO individual tax payment. Using GPMC to pay monthly installment say on the 1st day of the month, will there be further GIRO deduction on that month?

I think you might want to do before 1st day.

should pay a few days before 1st of month to make sure the payment is processed in time to stop GIRO deduction.

How to top up

Top up via Credit/Debit Card

Place your stored value travel card on the card reader of the GTM and follow the on-screen instructions. Select the credit/debit card option as your Mode of Payment, then select the desired top-up amount on the GTM touch screen.

You can choose to make payment for the top-up by inserting your credit/debit card into the payment terminal or tapping your credit/debit card with contactless payment function on the payment terminal screen. There is no need to key in any PIN for this payment option.

After the transaction is approved, please remove your credit/debit card from the terminal and check that your stored value travel card has been topped up, before removing it from the card reader.

Based on my past experience, there is maximum of $100 per day for top up with Credit Card.
IIRC the NFP card can store up to $500.

So this use case if not ideal for big bills, as you need to do it multiple times (days) to settle a bill.

Can up to $200 per Card per day.
Anyway if one is took public transport and pass by those machines frequently.

If you are topping up your stored value travel card via your credit/debit card at the General Ticketing Machine (GTM), a maximum payment limit of $100 per credit/debit card per payment mode per day applies. For example, you can top up $100 with your physical credit/debit card and another $100 with your mobile device. In addition, the maximum top-up amount is $100 per transaction.

Maybe can combine with the redeem of points for healthy 365.

Redeem healthy 365 points to transitlink for Nets Flashpay then go to the machine to top up for the redemption. My whole family's healthy 365 all redeemed to the same Flashpay card.

Then I go SAM machine and pay town council fees with the card.

So one can actually opt to do GIRO 12 month. and lets say for FEB deduction, pay on last week of JAN to let it capture, and FEB wont deduct GIRO?

Thanks for 20k points every month, some hiccups in handling bank topups/transfers as spend, might be able to do a last hurrah come 15 dec with $250 left as I just saw a hidden new promo ;)
