Annual leaves you can choose when to go for vacation. PH simply increases air tix prices and increases chance of seeing fellow sinkies overseas, which no sinkies would want to see.

Dont nid PH, but nid more elder-care leave.Now loooots of couples only 1-2kids or ZERO kid.

thus "an only child care for two elderly" or, "two siblings(eg bro/sis) care for TWO elderly.
Elderly usually looooooots health issues, in-out-in-out-in-out clinics/hospitals.
