From your video, it didn't pass the CPU check. Take out the motherboard + RAM + CPU + GPU and bring them to Performance PC Pte Ltd or Nigel at SLS. They can swap RAM, GPU and CPU with their working PSU. If the cpu is bad, you can get a used CPU for about $120. I got mine i5 9400 from Carousell for $110.

Nothing comes to mind. I think that Asrock MB cannot OC but still a decent buy.

I brought mine to Performance PC Pte Ltd. That chap spent about 20 minutes. He said it's free but I gave $10. But you ask them the cost first.

1) Try out the CMOS battery
This will reset the CMOS than try again.
2) Put one stick of RAM at one time.

This issue can be either BIOS or RAM issue.
Try reset the CMOS first see how.
Once the PC booted, update the BIOS

RAM sticks is working fine tested on another PC

Seems like the MB or CPU cant detect the RAM sticks

I think bring to a shop let them properly test the PC.
Than you can plan what to do next.
