Hi guys,

Just finished building my PC. However, it does not boot.
Symptons are as follows:

1.) Case LED works
2.) Case fan spins (connect directly to PSU)
3.) Graphics Card Fan Spins
4.) CPU Fan not spinning (Spin for split second and stop)
5.) Can hear that HDD is running

Any ideas?

There are many possibility.

Here is what you can do.

1) Plug the CPU fan connector to another fan pin header.
2) Skip this step if your case fan has no 3/4 pin header connector (Not molex connector). Plug the case fan connector into the fan pin header that your CPU fan connector previously used.
3) If your CPU fan is still not spinning, 60% chance your CPU fan is faulty. If your CPU fan spin, your mobo's CPU fan pin header might be faulty.
5) Skip this step if you did not do step 2. If your case fan spins, 90% chance your CPU fan is faulty.

OK, I managed to resolve it. But its silly, what I did was I manually spinned the fan for like 10 rounds. Then I turned on the system again.. Perhaps something stuck....
