Helping friend asking for pc

All the cheap non-reference ones are OOS. Gigabyte's R9 290 are still on sale, but are you willing to pay $585 for it?

My friend says anything as long as it fits his budget which is 1.5k-1.8k and able to play everything max settings at 1080p 30fps or more

Hi guys! My friend has dropped his budget too 1.2k +/- $100 to play all games at ultra 1080p Will not be switching on AA,AO Plus monitor , keyboard and mouse

The GPU used in both the $1400+ and the $1800+ builds are of the Powercolor brand, which offers some of the cheapest AMD cards in the Singapore market. Compare yourself.

is it possible to pay installment at SLS? And should my friend just go for DCII r9 280x?

I do not think they will accept installments. Getting an Asus R9 280X will set you back $518, which is the SAME price as the OOS Asus R9 290, which makes this choice super bo hua as you will get a card with a different cooler and the same performance as Powercolor's R9 280X. Having a premium brand GPU is not going to give you +50 FPS, you know.
