I go shopee bought a mini fan with a tank above. Can add ice water n blow out cold mist. Last night I use. Not bad I feel. Not very cold but helps in this kind of weather. Also must on normal fan la.

Oh, seem like it's using peltier chips for Aircon to lower the temperature. For those who are interested, can go and google "Thermoelectric cooling" .

But there is a reason why almost all aircon don't use this chip. the main reason will be it has a poor energy efficiency, meaning it will be using much more electric energy compare with a conventional type Aircon.
