2. Allow parents with children to have subsidised COE when buying cars. Cannot sell car within 5 years else to repay all subsidies in full.

3. Allow parents with kids to have priority BTO selection, 10 years MOP regardless prime or non prime location.

But even with the above, you are not resolving the root cause.

- married couples with child will have more priorities in getting their dream flat

- married with child can only apply for gov jobs

Solution 2: Gahmen pick couples with good gene to mate and give birth. After that gahmen have a team of people to look after these babies till they turn 21yo. Of course if the couples want to take care of the child themselves is also allowed.

Low TFR is same like what happen in 'Universe 25 Experiment'. Universe 25 was a groundbreaking experiment that demonstrated the consequences of overpopulation and social behavior. A small little lockdown or something like our covid circuit breaker can trigger a low TFR to a zero fertility rate.

Either go back to being third world or turn into a non-secular (ie religious) nation. "Better" still, both. as ur country gets more educated, wealthier and developed, TFR will free fall, it is almost impossible to reverse this

hence the term demographic transition
