actually what I want to know is, if the copy of backup in icloud is ios10. after restore to my ip8 for example, the ip8 will be on ios10 or ios11?

iPhone 8 comes with iOS 11.
Hence it'll be iOS 11.

There seems to be an Apple free trial for iCloud, but I can’t see the option. Anyone has any idea? Limited to USA maybe?
