Not true. 独孤九剑 can be beaten. 独孤九剑 is very powerful and can be considered as unbeatable because of 2 reasons
1) Very fast attacking strokes. So fast that the enemy has no time to strike back but just defend.
2) The enemy’s kung fu skills have strokes (招式). Once the kung fu skills have strokes it will be defeated by 独孤九剑
The following two are the exceptions
1) Ah Ching – A girl whose sword skills was taught by a white ape. So, has no strokes. Her sword skills were so fast that it defeated 2000 soldiers in a short time.
2) 六脉神剑 – Uses internal qi energy exiting through fingers. It similarly has no strokes. Just point fingers can liao
In 天龙八部 萧峰 already mentioned that if 段誉 learns the skill properly he, 萧峰, would have been defeated

In 天龙八部 the weaknesses in 降龙十八掌 were revealed when 萧峰 tried to rescue the blind girl from the hands of 丁春秋. When 萧峰 uses his qi gong to execute the 亢龙有悔 a dragon shaped caused by the dust being whipped up was formed rushing towards 丁春秋 and the latter easily evaded the oncoming qi dragon. If a guy like 丁春秋 can see and evade, what do you think of 独孤求败? There’s another example where 萧峰 accidentally killed his lover when a water dragon was executed by him and hit her when she disguised as her father and 萧峰 was out to kill the latter. For a top pugilist if one can see one can evade.
独孤九剑 vs 张三丰 – Who wins?
张三丰 is the founder of 太极 and comes with it the famous 太极拳 and 太极剑. 张三丰 has great internal energy but his kung fu skills have strokes. This can be seen in 倚天屠龙记 when he taught 张无忌 the 太极拳 and 太极剑.
These can be easily defeated by 独孤九剑 by using the followings

It depends on how the fight is to be executed.
You noticed that in 天龙八部 there’s no fight involving 六脉神剑 in the rain because the movie never shows such a scene.
In a normal fight with no rain 独孤求败 would lose the fight because he cannot see the qi energy coming at him. But if there’s rain, he can see the qi water streak coming at him and can easily evade the qi energy. In this later fight 六脉神剑 would surely lose to 独孤九剑.
Lastly, Ah Ching vs 独孤九剑 – Who wins?
Both their skills are very fast, attacking and deadly. Best is Ah Ching's sword skills were taught by a white ape with no strokes. And, there's no mention anywhere that 独孤九剑 easily defeats 2000 enemies in a short time.
