Its a conundrum for the PAP. As such they chose the passive stance and allow situations to dictate their actions most of the time. But that form of pragmatic approach is as ironic as their party's logo.
I do not know enough. It is easy to say, cut all the redundancy! All these transfer of wealth, where are they transferred to? I don't know. Even if they may sound redundant, are they going to the right places? Again, I don't know.
As long as they are transparent, public knows where the funds are being transferred that's good enough. Those fats can be trimmed into uprising industries like AI or Infrastructure, sciences. I dun believe we lose out other countries based on local talent. Those dared to dream big, should be given the opportunity and resources to pursue their dreams. And I dun mean those skills future, ID 4.0 stuffs. Real funds allocated in research and development. And those talents funneled into DSTA. What have we get?
As for the ministries, I think an overhaul is much better than cut. Some can cross discipline. Note whilst doing so the main tasks is still focus on their title. Others are simply synergistic:
Ministry of Science and Technology.
"Science and tech is important, .... benefit civilian and our military."
- A Revamp is needed. Is there an official initiative that allows cross discipline partnership? i.e with Communications & Information - Hacking technology & Defence (Commercial) <> E.W. (Electronic Warfare, Military). People should be given a choice of this type of career path. This should be an iron rice bowl cos we cannot allow FTs to enter into this realm.
Ministry of Agricultural and Food.
"We have not enough land and our water is supply limited....farms in 3rd world countries."
- True to a certain extent. Yet collaboration with Sustainability & Culture & Science can create a sustainability environment for crops growing in HDB. Moving towards self sustainability relieves a portion of stress when geopolitics becomes unstable. For example, "barter" amongst neighbours should be encouraged a form of community living. This might bring about a closer knit society. That said, how to achieve this can be through separate irrigation system by Science and tech being woven into HDB design. Its also simple to test if ppl like to live in this sort of environment. Have a couple of standalone flats to spearhead the initiative. Then we can see if ppl like to eat fresh produce. (Current local farms failed as people just plant what they like and there is no "share" element)
Ministry of Culture, community and Youth.
"We live in an authoritarian state, ..... law abiding citizens. "
- Disagree, but this ministry needs more work. We need identity. Just need to polish it. We only have people. We lose our identity we have nothing left. Everything leave to law. There is no warm in this country and it is moving towards this direction. Seeing the amount of kaobei of no social conscience already tells you our country is in desperate need for change. I suggest bring back "Moral Education" to "educate" ppl to be considerate and helpful from young. It will more than a generation to make this work but it is definitely worth the wait. We leave everything to the western media, we rise and fall with them.
Ministry of communications and information.
"A ministry of censorhip and the Propaganda hand of our government. .....you can get independent news."
- Dissolve this and merge with Homeland Security and Mindef into a hub of information analytics. Design a platform to allows search functions to work like Ground News. People should have a option to see different perspective to make their own judgements. Regardless left or right.
Ministry of Sustainability and Environment.
"Green propaganda hand..... The irony never ends."
- Agree. More collaboration should be done with Science and Tech to achieve the objective than to solely rely on citizens to contribute. Green objectives like underground highways with filtration systems for carbon emissions. Charge as you drive road infrastructure - like dynamo charging bicycle lights sort of idea. If this can be achieved. We can sell the idea overseas. Advantage of Singapore is its small size. We can effectively test on a small town and monitor the results. This ministry should shoot for the benchmark for the world since we have been a garden city.
Ministry of social and family development.
"Their policies have ..... leave and care for babies."
- Can still remain. But like "Moral Education", a new curriculum might be needed or could merge to educate preparation for family life. Although Home Econs sort of serve this purpose, I am not sure if they got teach responsibility of husband and wife. "Masters in Housekeeping & Family Management" anyone

Payment for full time housewives based on market rate. Woman find it hard to juggle. Why is there a need to? Those that raise the young why are they being penalised? This ministry needs to work on the transition from Basic education > motherhood > < Workplace. With a portion of woman opting out of workforce, there is lesser competition. Not an easy task by any means. Since the name, I propose scrap the WC and implement shared assets division on family unit dissolution. I dont see any discussion on this. This is a fairer deal to both parties and would encourage some incels / vocels to reach for marriage.
Ministry of Finance.
"Cannot be cut off, yet. ... Trim the fat."
- Not sure but Finance is more than just preventing ppl from getting wealthier.
They also allocate budgets and resources for projects.
Agree in the trimming. Maybe cross departments monitor might increase efficiency.
