can i ask what is the function of the particle de in this sentence?

can i ask what is the function of the particle de in this sentence?

I think it stands for "due to".
Similar to 台風で木が倒れた。

i thought the same too.

but according to what i've learnt at bunka (anyone correct me if i'm wrong), the use of de as due to or because cannot be followed by a sentence which contains speaker's will. e.g i will go to tokyo contains speaker's will.

i dont understand the grammar part of 一時からになった.

i think that only means 'change' and not decided. the grammar structure for 'decided' is slightly different.
