The NRPO has been launched and will close on Tue 12 Apr.

The new PO will be issued on 21 Apr.

As with all PO/rights in recent years, you can use PayNow to apply for the PO. Instruction will be in the letter/instruction booklet.

The preferential offering of 29 units for every 100 units is guaranteed right? Any unitholder who is eligible and decides to take it up can secure at least 29 units for every 100 units they hold prior to the stated cut off date?

How does the allocation work for those planning to apply for excess? If it is too high, how do they decide whose excess to fulfil? First come first served? Random?

The preferential offering of 29 units for every 100 units is guaranteed, if you own the share before the ex date.
Any unitholder can apply for excess. How many the company give you is depend on the company.

Any idea how excess is typically allocated? Also, can there be partial fulfillment of excess? Like for example, if I want to get 1000 but they only grant me 800. Or is it an all or nothing?

They might prioritise those with odd lots

Successfully applied via POSB ATM. Cannot use iBanking. Applied a little bit extra to avoid odd lot. Hope I can get so do not have to deal with odd lot.

If many people apply for excess, the amount of excess allocated will be lesser. There is no formula for this, every thing depend on the company.

Example you have 5,000 shares
29:100 shares is confirm, so 1450 shares is confirm.
To prevent odd lots, company will allow excess of 50 shares, the rest of the amount is not fix.

Based on my experience how they allocate I dunno. But partial fulfillment of excess is quite confirmed as I kena before. All excess not given to you will refund the monies back to you.

I have feedback this many many years ago until now issue not fixed must go ATM apply. iBanking much more convenient IMHO
