If those item that grant skill point mean it make the skill to that specific level it stated.

If the item state it Add current skill point mean it will add what ever specific level it stated to your current level skill.

2days for me. actually... 1 1/2. cause they keep giving you the splinter thing. oh yeah, and i found out how. press T.

You have to farm for Eternity Splinter. The random box cost 175 splinter. So just keep farming for it.
