Just curious,

let's say i am down for 2nd appointment.. which is signing for lease and need to pay 5% downpayment.. but i cant make it on the appointment date... either NS or oversea. Can I still reschedule the appointment date with HDB?

Yes cos if you can't make it for the appointment date you can reschedule to the date you want and is within the available date provide in myHDB page. Cos I also reschedule mine though myHDB page for my 2nd appointment.
