After filtering ethic quota, there is not much supply left. Maybe 1-6 units

If I’m not wrg, if application not successful will not be considered unless you have flats to choose when your ballot number is called and you decide to forgo?

I have not seen a delay before. If they say by mid/end of a certain month it will be out by then.

Yes will not be considered as 2nd timer.
However, SBF typically has those outlier units that are not chosen and are those old units built in 1970s.
Hence by right, you still have units to choose but applicant will choose to forgo appt.

So it is up to hdb discretion to decide if they wanna give waiver for that
