I see lot of sellers on Carousell and Lazada selling Microsoft Office 2019/2021 software for as low as $16. Are these legit? If yes, how are they able to sell at such low price?

No one here can tell you the origination of such keys. We can tell you with confidence that there is something fishy about them. They are likely volume license keys being transferred in violation of the license agreement. These would be for Microsoft Office 2019 Pro Plus.

I bought some lazada last time and it showed that the "organisation" is from some taiwan school.

Just don't store files on that acc.

Could be from edu licenses, charity licenses, msdn subscription, etc.
