I don't think there's best, every money changer changes it rates daily. I heard the one in People's Park Complex (near an escalator) has nice rate.

wah not bad for it's location leh.
i only bother to check within CBD area and at most chinatown.

I went round Lucky Plaza and the best rate I got was 6.42 and decided to grab a drink in 7-11 and saw this changer. Asked for rate and was quoted best rate of 6.39 Told him I can get 6.42 inside LP and asked to at least better the deal. I decided to walk off and he said best rate 6.43

wah not bad for it's location leh.
