Airport rates suck, regardless of Changi or HKIA.

Are you already there? If no, you should change in SG as the rates in HK aren't better as their currency is not as strong as ours.

yup, no matter is which country airport, the rates would not be good ...
for bangkok, can try supperich rates should be same or slightly lower than singapore arcade. would be good to change at arcade singapore ...
