i3-9100 CPU @ 3.60GHz
NVIDIA GeForce GTX 1050 Ti
ASRock H310CM-HDV
16GB RAM
New 250GB SSD (Samsung)
1TB HDD

CPU Temperature - 60.5'C
M/B Temperature - 38.0'C
CPU voltage - 1.024V

temperature normal right ??
If those are idle temps, then I can say that it is not normal, particularly the CPU temps.

Nothing wrong here especially if you are using Intel stock cooler.
I am using Intel i5 9400, temperature even with a Cooler Master Hyper 212X
under load is around 50 - 60 Degree.
Idle wise is around 40 Degree but the hang is not due to temperature.

If PC overheat, it will shutdown to cool itself or lag very badly in games due to thermal throttling.
If you are concern with heat, suggest reapply a new coat of Thermal paste but
Intel stock cooler are not very good.

You can consider getting this cooler around $30. It's push pin design so easy to install.

I think you are too kind to say that the Intel stock fans are "not very good". I would go to say that they are no longer fit for purpose, even if the CPU has a "TDP" of "65W". Even the stock cooler for socket 775 is almost 2x beefier than the ridiculously low profile cooler provided in recent years. My bro in law's CPU was hitting over 90s when playing CS Go with the stock cooler. After replacing with a Scythe Shuriken 3, it shaved a solid 30 degs off. It is not a good comparison, but just an example how miserable the stock cooler is. Imagine they even give this same cooler (with just a color difference) for a 10700 or 10900.

Yesterday I remove one ram klevv(made in Taiwan) , currently using one ram KLEVV (made in Korea) at desktop. So far until now , no issue.
You should also test running just the Made in Taiwan stick of ram to see if it is indeed an issue with this stick of ram.

Some user still uses Intel stock cooler even for gaming.
However some do not feel the need to upgrade the CPU cooler, so long can work can already.
I agree as new Intel CPU TDP goes up to 125 watt, the stock cooler will not be sufficient.

Without decent cooling, the CPU will thermal throttle badly but some users will just bare with it
thinking it is just normal.
CPU cooler is one thing, CPU casing is also another factor.

Nowadays most are into RGB lighting but some setup especially with cheap RGB fans the air CFM
is very low. That you won't feel any air coming out so basically heat is not exhausted out efficiently.
Seen before for cheap builds but nothing can be said about shops/online builders selling such setup.

Generally, people that don't care about how bad the Intel cooler is, are not savvy enough, or just don't care. It is still good to get a stock cooler, but it is severely insufficient for their processors today. A 10700 bundled with this stock cooler can draw more than 200W of power at full tilt as shown in Anandtech's review. Like in my brother in law's PC, he is running just a i5 9400f playing CS Go, and its hitting 90+ degs and throttling. It is not a CPU nor GPU intensive game.

Run memtest
If hang means either ram or slot problem
Ram problem rma ram
Slot problem rma mb
No freeze means other hardware problem

Personally i feel, if you wanna use stock cooler sure. But if anything happen like insufficient cooling or any issue related to cpu cooling, will the person wanna take the risk or trouble to redo the whole thing again? Prices for cooler has changed alot, its way way affordable now if you get air cooler (of cos not BQP or noctua)

That being said, if the pc is SOLELY used for stuff like MS office and no watching hi res video .. i think stock cooler is ok.

CPU : 49'c
Motherboard : 41'c
GPU : 48'c
240 SSD Samsung : 40'c
1TB Seagate : 38'c
These are OK temp, you have two options:

1) Spend some money and send to a shop let them diagnose for you.
2) Run Memtest to check if the RAM is faulty.

As suggest RAM could be faulty so have you check/send to service center for checking?
FYI this is my Intel i5 9400F core.

If CPU overheat usually is shutdown, system hang are usually either RAM or power supply.
My temperature is different as I am using Cooler Master Hyper 212X in a Cooler Master CM690 III case
with total of 6 fans.

If brought locally you can bring to the distro for RMA. you can bring to Tech Dynamic for RMA.
However may need receipt, call them to make sure.

I do not know how long you could bear with this issue.
If you have budget, why not send to a shop at Sim Lim Square troubleshoot for you?
To me it's a RAM but like you mention it's a second hand, you never know was there
any other issue with it which I suppose the seller did not know or tell.

For me when I sell second hand I usually will sell a 100% working PC if not I will sell it for scrap.
Suggest next time if you want to buy a second hand PC, buy from PCdreams/Laptop factory outlet
than on Caurosell.

TBH not all seller are IT savvy so can't really blame them for selling a semi working PC.
