Because those signed up before 31 march 2020 are on STARHUB network. After 31 March all will be on M1 network.
Not sure if those on M1 network is also down. Seems like you and me both on STARHUB network is down.

ya lor, luckily i have M1 as backup. Previously, when they had issues, they gave everyone 5GB data free. Not sure how your unlimited plan be compensated

How come only MR customers affected and SH customers not affected? I thought MR uses SH infrastructure
Maybe it's technical issues on their end. Now they are running both Starhub and M1 concurrently . For sure, there will be some issues.
