PC was built by Nigel. He installed all the drivers and did testing before I collected. Bios confirm is latest alrdy@TS,
1) Is the latest BIOS up to date?
2) After you install Windows 11, have you installed all the drivers from MSI website?
For Win 11 there's a way to install offline so you can install all the manufacturer drivers
for optimal performance.
There's whole lot of drivers
1) Chipset For motherboard like SM controller which is for mobo to control
CPU frequency.
2) Intel Management Engine -> Serial I/O -> Intel GNA scoring
3) Intel LAN -> WIFI -> Bluetooth
4) Audio
5) Intel onboard VGA + Nvidia VGA
*Take note by default I remember correctly Intel onboard VGA is enabled.
You have to disable Intel multi display inside BIOS.

Intel RST is optional unless you enable VMD inside BIOS.
How to do Win 11 offline you can Google, is not difficult by not plugging
in LAN/Network cable.
Than at the connect to internet press Shift + F10 to bring up command prompt
than type OOBE\BYPASSNRO.
To me the PC isn't configured properly and all the drivers loaded from MSI
for optimal performance.
I put the core voltage offset as -0.050v and start Cinebench my pc straight away turn off. Only can manage -0.025v, even then temps still in the high 90sundervolt your cpu lor

Mostly now a days. processor are very effectient. you can just undervolt it. as for your fans raming up. you might want to check your fan profile, make sure is PWM mode, I often do manaul tweats instead of auto. You can adjust the percentage of how fans speed up according to your CPU Temp. btw your Power Limit, PL1 and PL2 does not go beyond 185watts, Check the CPU Package Power in HWinfo when it's at load (Run cinebench R23). if it goes beyond 185watts, go to your BIOS and limit it down to 185watts or lower, infact I run my 13700K at 208watts (default 253Watts) no performance lost.Edit: Wifi issue resolved. Instead seeking advice on CPU tuning.
I’d like to ask if anyone can point me to or recommend me channels to learn about OC/UV-ing cpus.
using a 13600K on a MSI z790 pro I noticed my fans would randomly go jet engine mode when just doing normal stuff like Netflix or web browsing. I went to change the CPU lite mode from 12->5 but was getting temps like 75% by just going to bios menu. Running cinebench would shoot temps to 100 with thermal throttling within 7-10 secs or pressing start. So I disabled turbo boost.. then the temps were at 70ish max during full cinebench but score came up to 15060 lol

This is on CPU lite load 5 (MSI board feature) with Turbo boost enabled. Looking around on Reddit, most people can run Lite Load 2 or 3 and be stable. Mine go below 5, boot into windows straight blue screen. Really at a loss of what to do other than disabling turbo boost.

1) What case are you using?
2) How are your fans orientated in your case?
3) Did you DIY this PC?
looking at your status, as what I've experience (with power limit and offset, be it Asus, ASrock, Gigabyte or MSI). the min temp/idle temp should not go beyond 43 degrees.
most of the time when i test 13400 to 13700K in a case with good airflow and good contact of the liquid aio coldpate to the processor (IHS), all idle temperature never hit above 40 degrees. At load, most is at 80 to 82 degrees.
This is how I apply thermal paste, be it AMD or intel. but for intel, I will use the contact frame.
if idle does go beyond 43 degrees, it might be the following.
1) not enough ventilation which causes hot air to trap in your case.
2) your Liquid AIO cold plate might not be sitting properly on your Processor (IHS) or did you remove the plastic protective on the cold plate before you mount it?
As for undervolting. if you decided to do Power Limit. make sure to set at the power you wanted, leave offset by default, run a few test to make sure it's stable, monitor the temperature (idle and max). Then once stable, do offset and make sure your offset bit by bit, monitor the temperature again (idle and max). Infact 0.02v in most cases should work.
bring it back to PC Care and solution for checking, since there is something not right.Using the NZXT H9 Flow with 9x Lian Li inf fans. 3x120 on top - Exhaust, 3x 120 on the side - Intake, 2x140 on the bottom - Intake and 1x120 behind - Exhaust. Radiator top mounted.

I think the Lite Load setting already applies a undervolt which should have made my temps better considering my cores are only pulling 1.27v on average. IDK what else i can do besides taking apart the PC which i do not know how to do.

I didn’t self build as I don’t know how to so I can’t remove it either.If your cores is sitting that high, I would recheck your mounting. Did you remove the plastic film? Did you tighten down the cooler in cross manner? Check your thermal paste spread once you remove it and post here if you can do it. If its bad, suggest you get a cpu contact frame to alleviate this problem.
Above all, check that your aio pump is running properly to isolate the issue with the cooler itself. Your aio pump seems to be running quite low speed see if you can max out the pump speed by setting to max in bios.

What changes am I supposed to make to the VRM LLC?CPU Lite Load is the AC/DC loadline calibration (LLC). Set your VRM LLC first, then adjust the AC/DC LLC (CPU Lite Load). Your BSOD is due to too low a voltage.
You can find VRM LLC under BIOS(Advanced), OC Menu, DigitALL Power, CPU Loadline Calibration Control.

How to tell if the pump is running properly other than removing it? Also I thought the Freezer II pump max rpm is 2000? If that’s the case isn’t it running close to that on average when there are workloads at 1916rpm?

I found the CPU LLC. Just don’t know which mode I should be using. It’s currently at autoOh if that's what the AIO runs at then it's normal. Too bad if it was an Asus board I could guide you how to undervolt your CPU by LLC Tuning. Easily drop 8-10 degrees.
Thank you for the info. After fiddling with the LLC i did manage to bring my CPU Lite Load lower but unfortunately it made 0 difference in temps.Check voltage at idle. Open a heavy and short workload e.g. Cinebench/Prime95, check and jot V-droop.
Using the same workload, test each VRM LLC from level 1 (Min V-droop) to 8 (Max V-droop) to identify what level you're at. A better alternative is using binary search. Start in the middle (level 4) and work your way up or down.
From there, lower your VRM LLC until desire. Only then do you tweak your AC/DC LLC (CPU Lite Load).
Perhaps you're information overloaded. I'll instead point you to Skatterbencher and his YouTube. Lastly, this is Elmor's VRM LLC visualized. Good luck.
