My Itinerary around the same.
-Reached airport at 6am.
-Take Shuttle Bus To Taoyuan Station.
-Take Highspeed Rail to Taichung HSR Station.
-Go Lavender Cottage + lunch
-Xinshe Castle(Optional)
-Carton King - Taichung(optional)
-Feng Jia NM
-End Day~

Day 2 Then Go to Cing Jing

Sounds good. But ain't you gonna travel around with your backpack or luggage?

End Feb till early Mar...budget ard S$100-150 per night...if slighly more than that is fine too

Thanks everyone for chipping in ideas on where to go earlier. Finally I've roughly finalised on the schedule in Taipei:

27Feb-29Feb - TaiChung (will hire driver)
1 Mar - TaiChung HSR back to Taipei -> LongShan Temple龙山寺 ->YangMingShan 阳明山（泡汤）-> NingXia NM
2 Mar - PingXi 平溪 -> ShiFen 十份 -> RuiFang 瑞芳 ->JiuFen 九份 ->KeeLung 基隆庙口夜市 (optional)
3 Mar - From JiuFen -> WuFenPu 五分埔 -> RaoHe NM 饶河夜市
4 Mar - BeiTou 北投（泡汤）-> DanShui 淡水 -> 淡水码头 ->情人桥 ->NingXia NM (optional)
5 Mar - XMD 西门町 -> TaoYuan Airport 桃园机场
