No, bios canot be accessed before POST.
I seriously LOL at the replies by anhyeuem and xilantu.
Yes, you can and should actually boot w/o hdd (LOL).
Alot of things happens at POST. If I'm the TS, I will clear cmos via jumper, then go into bios to disable the full memory check. From the latest ss, it seems like its stuck at initialising bios. But since it passed bios integrity check already, u might want try a older different bios.
