Maybe r9 280 use for d3 is normal to get 1 or 2 sec lag in d3. Maybe can try lower your graphic setting or resolution see if that helps. My brother using 780 gtx for d3 with ssd 8gb ram is silky smooth never seen it lag at all not even a sec. Even when big battle with lots of monsters on screen. I tried r9 270 on d3 with hdd and it can lag 1 or 2 sec in d3 it is normal.

My settings is at lowest possible already. Then my problem it's not like 1 or 2 secs lag it's like the screen can hang there. I have been scratching head...

I suggest you download memtest86 and do a scan. If fail, run memtest86 test on each ram alone.

You can try disconnect all HDDs except the SSD.

Some driver compatibility issue. I have similar issue with BF4 after i installed a new graphic driver. The game is mostly smooth but will encounter occasional drastic frame rate drop which results in so call LAG for 1 seconds then back to smooth game play again.

You need to clean install all graphic driver related file which is quite tricky.

D3's requirement is not demanding at all. Your rig is overkill for D3. Must be the software issue.
