What size Monitor? and Windows 10 upgrade is free if you have Windows 7 or 8.1 for previous PC.
Latest games with that budget? Should be ok for 1080p with high settings

As you can see,
Ryzen 5 1400 OC vs i5 7400 vs G4560 - RX 480, G4560 is getting blottle necked on most games...
I suggest, Buy without Monitor at for Ryzen 5 System at $1185. and get a 2nd hand monitor from Carousell like
Samsung Syncmaster 24" for $100 and be within budget!
