Update:

Got my additional 100GB yesterday evening - with that it adds up to 150GB
Just moment ago, I check my balance again (No SMS given) and they add another 50GB, now I have 198GB :s12:

IMHO.
SIMBA seldom have low down and high up. Usually is Low down and low Up.
Usually is upload for Heya.SG is around 20.
To reach 7 for down i suspect many users surfing/streaming.

so they do throttle i guess under prepaid category

IMHO.
I don't know the actual correct meaning of throttle.
In a sense, you can say they throttle because they set the upper limit of speed for download and upload for all users and not individual users.
It is "more obvious" with Heya.SG's upload speed in speedtest - as it approaches the upper limit, you can sort of see it being "throttle" not to exceed around 20+.

The main difference is between SIMBA and Heya.SG is the amount of bandwidth.
SIMBA is "generous" with the download in areas with high foot-fall.
SIMBA do not have very high upload speed. Why upload speed is important?
Upload speed is sending requests. E.g. each webpage we see, consist of many requests.

Heya.SG, IME, max is always 100+ for download and 20+ for upload.

What is the challenge ? I suspect there are way more users on the Singtel network.
The resources of each base station is shared. You have the users from Singtel Prepaid, Heya.SG, GOMO and the other MVNOs. SIMBA users I don't think can be more than Singtel network combined.
