New rig can't boot (Mobo/ cpu problem?)

Recently bought the following:
AMD ryzen 1600
Asrock AB350M pro4
Corsair vengeance 2*8gb 2666mhz
Gigabyte 1070 8gb itx
EVGA G3 750W
Phanteks matx evolv TG

-I tried to power it up but there was no video output (no casing speaker so can't hear beeps.)
-The fans are all spinning, even those attached to motherboard. The mobo got no led indicators so can't tell if it's powered (apart from the fan ports working?)
-pressed and hold the casing power but can't shut down, so I had to off via the PSU.
- The next time I own the PSU, the parts all get powered up without touching the casing power switch. No video output still. End up have to off via PSU again.
- tried moving the rams around, nothing.... as usual the power on and off via PSU.

I can't figure out what's wrong. The PSU is fine since I tested with the inbox tester.
All power, 8pin and 24pin cables were attached to motherboard.

Anyone got any ideas? Is it Mobo cui? or maybe even the CPU

just to add, I moved my current rig GFX over to test, still no video.
So probably not gfx problem.

(can't move the gfx over to current cosz some how the fatter pcb board on the gigabyte can't fit the old rig casing due to some obstruction.)

reset the cmos, take out battery wait 15 sec put back see how. give it 1minute to beep. First boot always take quite awhile to even post.

Have you tried testing the system with only 1 piece of ram?
A faulty ram may cause similar symptoms.

Make sure your rams are in the correct boot slot.
(dimms 2/4 or A2/B2)
Boot up, then flash bios.
Everything solved.

As seen here A2/B2 are the faster slots. Likely better chance of posting. Think some vendors also include these mention in the starters guide.
