Please don't let the cpu discussion distract you. If really really really the cpu is good in encoding then go for that cpu. Ryzen seems to be beating Intel based latest benchmark. Like I say previously, a good GPU with help speeds thing up in both rendering and encoding. Do visit Adobe Forum and get a better idea on which gpu is best suited Premiere either Nividia or AMD.

I don't think a 2k budget can hit socket 2011? More likely a Ryzen 1700 or i7-7700K. I'm leaning towards Ryzen for its potential and ability to multitask like a socket 2011 tier cpu while priced near socket 1511 pricing.

if it's a 2K budget, the choice is obvious since you will not be able to fit a x99 + Broadwell E in there. Go Ryzen. It'll cost a bit more than the 7700K (200-300 bucks more) but is a better performer at this workload.

To be honest it's cheaper. Even b350 is unlocked and allow overclocking for Ryzen cpu though headroom is smaller than a x370. But the cheapest i7-7700K with z270 combo is at least $743 (from pc theme price list). Not to mention additional cost for cpu cooler while R7 1700 come with the stock Wraith Spire cpu cooler.

Unless we're considering non K i7 with h110 board then Intel would be cheaper.

The price to be paid for the extra clock speed is not worth. Minor overclocking on the 1700 will achieve the clock speed of 1700X while maintaining lower thermal and TDP (1700 is 65W TDP out of the box while 1700X is 95W TDP, wraith spire cooler can handle 95W TDP)

And you will need cpu fan as well. Most bang for the buck is still the R7 1700 as AMD meant to use this processor to target content creators that plans to get the i7-7700K.

Nope. Thermal is as good as Intel. Stock fan that come with the 1700 is as good as after market cooler.

To be honest bro, I have no idea man. What I'm looking for is just a PC that that run my requirements, and of course not too out of date. There wouldn't be any overclocking as well or benchmark testings..

The P400 tg, mobo, ssd incur higher cost to overall too.

I prefer Superflower than Sensonic. Just personal preference.

Looks fine to me. But get faster RAM. Apparently,there is a benefit up to 3200mhz though for some applications only. Or you could get a 1700X alternatively to keep things in budget

At most, get an additional 240gb ssd. PNY CS1311 240gb ($109 via pc theme) for higher storage capacity of workspace available. But that's optional coz you could still store at the hdd to bring out to edit, just a little bit slower but bearable I would say.
