to be hit by propeller is somewhat a risk you take when diving snorkeling in sea.
a pretty straight forward case.
Not sure why it takes so long for investigation report.
my guess it's just an accident due to carelessness of the boat captain. Snorkelers are pretty slow moving akin to pedestrian on road.
for a boat to hit and kill a person, likely the boat is moving quite fast.

The parents must know that the subject of their proposed "regulation" lie outside of Singapore's jurisdiction. They should bring their campaign to the Maldives. I don't think SJI or Sim Ann can do anything to the Maldives Police to speed up the investigation or to uncover any shortcoming.
