Because they learn from NKF ex CEO TT Durai. Durai had golden tap inside his house, and went after the plumber when the plumber complained he is public servant yet lived such lavish lives.

Eversince this and other sagats like ST cover MP and family going to Paris for cooking lessons -

Rich politicians and public servants basically went underground and ST no longer investigate these things unless there is suspected crime.

Eating Caviar everyday for public servant, if real, is no longer reported.

Everything goes underground to ensure PAP have a stable grasp on power

Non-profit doesn't mean the working staff don't get high salaries or travel business class. They will probably get bonuses too. Look at TT Durai

Non profit does not mean the employees are made up of volunteers. They are still run like a company and hire employees, and the higher the appointment in an organisation, the higher the pay.

Think there has to be a limit as to how much pay the employee bah. Not sure if there is any or not, but think it make sense to have a certain measure or performance indicator where there is a ratio of employee pay vs the amount spend on NPO cause. Beyond which the employee should not be paid more, unless increase the funding and thus the spending on the NPO cause.
