Mine is an open case but I think many don't pay attention when mounting M2 NVME in their boards. Motherboards have thermals pads on the nvme slot as well as the heatsink on top of it. Single sided nvmes usually doesn't contact the thermal pad on the board side if not very little. So when the top heatsink mounts once you screw in, it creates a convex strain on the nvme which reduces the effective consistent pressure required for good thermals.

Dual sided nvmes is usually less of a problem as the bottom side which sits on the board lays firm when the top heatsink is mounted. Problem is most nvmes today which are 1TB/2TB are all single sided (Backend has no NANDS) which are the popular capacities. Play around with spare thermal pads when mounting your nvme drives and you'll realise adding 0.5mm or 1mm pads to the nvme slot will even the pressure which doesn't create a convex when mounting the top heatsink.
You are correct. The issue is the black rubber that stick on the PCB is too high. adding 0.5 to 1mm pad does help but I did the other way round. I will remove the 6mm tall center rubber washer and place my own rubber washes which the height is at 4.5mm thick (Note : only on specific boards). I will space out 2 washes to even out the pressure when applying the armour shield back. Anyway these little details as what you've mentioned will help heeps in cooling.

SSD depending which model, not all run very cool so to run at high temp is normal.
Heatsink is not required since it will throttle when it is too hot.
The only SSD I know is Samsung 980 (Non pro) PCIE Gen 3.0 will not heat up
during intensive use.

Since no folks here has moved their nvme ssd to other location for better space and cooling.
I share a useful product with pictures of mounting nvme ssd to drive bay. Someone like me would be glad about such finding. :)
